Two men (Hugh Grant and Ian McNeice) are sent to measure a hill in Wales. When they decide it it is 16 feet short of being a mountain, the local set out to keep them in the local village until they can add the extra height to make it a mountain. This is an entertaining view of 1950's Wales.
