Three men have an accident in a diving bell and are saved by a high tech submarine and taken to an underwater city where no one ages and everyone lives happily together. However an evil scitist and his assistant are out to destroy this utopian city and starts transplanting human brians into animals to make weird creatures. The plot and script are somewhat uneven. Joseph Cotten was past doing his best work by this stage of his career, however Cesar Romero does seem to have fun playing the manic evil scientist with goos support Patricia Medina who at the time was married to Joseph Cotten..
