Steven Seagal is a martial arts expert recruited by the CIA, who after serving in Vietnam, leaves the CIA and becomes a policeman in Chicago. However after a drugs bust, he finds himself, his family and his friends in danger when he finds the CIA is involved with a cache of explosives he has found.
