Tom Selleck is the police chief in a small town investigating a series of apparently random killings and the rape of a school girl (Alexis Dziena). Tom Selleck give s good performance as the down trodden policeman with a suitably creep performance from Jane Adams as the suspected killer, though there are only small parts for Polly Shannon as his girl friend and Mimi Rogers as a lawyer.
